Rauner unveils plan on gun control and partial death penalty re-instatement

Gov. Bruce Rauner on Monday proposed bringing back the death penalty for mass killers and people who gun down police officers, tying his plan to legislation that lengthens the waiting period for rifles and shotguns and adds other gun restrictions. "That is just so atrocious, so evil that they deserve to give up their life". "And there are many instances the place there's little doubt who's responsible and so they deserve to surrender their life after they take the lifetime of a police officer".

As for the death penalty, Rauner says a jury would have to prove "beyond all doubt" that an alleged shooter is guilty before they could be sent to death row.

Rauner's proposal was a part of his amendatory veto to a gun management invoice, which additionally included a 72-hour ready interval on all firearm purchases, based on a Rauner Fb publish.

Rauner put this in an veto message to legislature.

However, the proposal states that "If a person is justly convicted beyond all doubt of a crime for which death is deserved by a carefully crafted definition, then the only sentence objectively consistent with the demands of justice is death". "We are intent on avoiding wrongful convictions and the injustice of inconsistency".

IL banned its death penalty in 2011, but the state had halted executions long before that. "I was a few months from being executed, I would have been executed had George Ryan not pardoned", said Orange Rauner's plan came under fire from many sides.

Amend the county school facilities sales tax statute to let school administrators use sales tax revenue to hire school resource officers or mental health workers. He says he knows through experience that the death penalty isn't easy on either end of the spectrum. Rauner said the 72-hour rule, which already applies to handguns, should apply to all guns. Senate Republican Leader Bill Brady released a statement saying, "I believe that reinstating society's most serious penalty for the most serious of violent crimes, with the proper safeguards, is an appropriate response to the horrific violence we have witnessed far too often in recent times", said Brady.

"The governor's action today recognizes the need for a multi-pronged approach to dealing with deadly assaults", Bill Brady said.

Bruce Rauner on Monday called for reviving the death penalty in his state, which banned the practice in 2011 and has not carried out an execution in almost two decades.

Nineteen states have abolished the death penalty, and IL is among the seven that have done so since 2007, according to the Death Penalty Information Center, which tracks capital punishment. None, however, as controversial as the death penalty.
