Troops will not be allowed to fix and repair vehicles, operate remotely-controlled surveillance cameras to report suspicious activity to the Border Patrol, operate radios and provide "mission support", which can include clerical work, buying gas and handling payroll, the state reportedly told federal officials.

Last week, Governor Jerry Brown confirmed that he was willing to deploy upwards of 400 troops to the United States' border with Mexico, but added the service members would be prohibited from aiding federal agents in stemming the flow of people across the border.

Trump's plans included sending 2,000 to 4,000 National Guard members to the border citing "the lawlessness that continues at our southern border". Last Week, Brown became the fourth to accept National Guard troops - but was very specific about not wanting them to patrol communities and enforce federal immigration law.

New government funding for the country would go into "support surgeries targeting prohibited firearm, individual traffickers and multinational gangs and drug smugglers along the border and throughout the country", the correspondence read.

Evan Westrup, a spokesman for the governor, did not immediately answer detailed question about California's rejection of specific guard duties.

The Trump administration says it will send as many as 4,000 to cope with a jump in illegal crossings, after arrests along the Mexico border hit their highest level in 15 months.

"The governor determined that what we asked for is unsupportable, but we will have other iterations", Ronald Vitiello, U.S. Customs and Border Protection's acting deputy commissioner, told reporters in Washington.

'We've made this refined request, it's gone through the process and then we've got a signal from the governor that he is not participating'. "They will not perform law enforcement functions", reiterated Bob Salesses, deputy assistant secretary of defense for Homeland Defense Integration and Defense Support of Civil Authorities (DSCA). "I do believe that the governor tried to find a way to make sure we address critical needs and concerns that California would have when it comes to protecting our border", said Becerra at a press conference Monday afternoon.

Vitiello, too, suggested that the state's Guard might ultimately be used in other roles, including possibly cargo inspection.

Some guardsmen will be allowed to carry their personal sidearm for self-defense, Vitiello said.

Texas, Arizona and New Mexico have already agreed to the Trump administration's request for National Guard support.

The order would eventually see about 4,000 Guardsman along the border, which spans four USA states.

Nearly 250 troops from Arizona, 60 from New Mexico and 650 from Texas have deployed - all volunteers, Hokanson said. However, President Trump could cut the California National Guard's federal funding-or end its federal recognition, meaning California guard members could no longer be part of the US military, as Capitol Public Radio reported.

"They will not perform law enforcement functions, and they will not be placed in direct contact with personnel coming to the border", Salesses explained.
