CBS News broadcast images of a black sport utility vehicle parked near the entrance of the NSA with what appeared to be bullet holes in the front windshield.

"The NSA Police force is now investigating".

A handcuffed man was on the ground, surrounded by police, NBC Washington said.

The incident happened outside the agency's Fort Meade base at around 7.30am. It went on, saying "no additional information is available".

Ricky S. Hall was one of two men in an SUV that police fired at as the vehicle struck a police cruiser outside the Fort Meade campus.

Officials do not believe the incident is related to terrorism, Scripps station WMAR in Baltimore reported.

Earlier local media reports said that as many as three people had been wounded.

Anne Arundel County (Maryland) police reported the incident, but say they are not the ones investigating.
