Now, with two government shutdowns behind them, lawmakers will finally turn to the issue that's been at the center of their dysfunction for months: Immigration.

There was far less drama in the Senate, where the measure sailed through by a 71-28 tally once Paul's protest ran its course.

But Mrs Pelosi had another objective, to show progressive Democrats that she is with them. If there are 60 votes for a deal, then a deal there will be. Rosa DeLauro said of the GOP. "And they were a 'no.' And at the end her team broke". But it could quickly shift to Ryan if pressure mounts to put a package on the floor that many Republicans would oppose.

At least one activist was more measured.

Mr Ryan has indicated that he is not open to a House debate on immigration and that he will only push a bill that Mr Trump supports. "I want to actually get it done the first time, and I think we can get there". Some argue that Republicans relinquished some of the leverage they won in the last shutdown fight by considering the administration's proposal.

President Donald Trump announced a year ago that his administration would rescind the Deferred Action for Childhood Arrivals program, established in 2014 to protect 800,000 Dreamers from deportation.

"I have not a clue", the Connecticut Democrat said when asked how many Democrats would be willing to support the bill without the DACA commitment.

It wasn't clear as of Thursday afternoon how many Democrats would support the deal, as many would like to see a promise that immigration legislation will be brought to the House floor.

Beyond the $300 billion figure for the military, the agreement adds $89 billion in overdue disaster aid for hurricane-slammed Texas, Florida and Puerto Rico, a politically charged increase in the government's borrowing cap and a grab bag of health and tax provisions. There's also $16 billion to renew a slew of expired tax breaks that Congress seems unable to kill. "And you don't know about it until it lands in your lap", she asserted.
