The trip by Kim Yo Jong is the latest move in an extraordinary show of Olympic diplomacy with Seoul that could prove to be a major challenge to the Trump administration's hard-line Korea policies.

Moon did not immediately accept the offer, calling instead for efforts to "create the right conditions to realise" such a visit and urging Pyongyang to actively seek dialogue with the USA, said the spokesman.

All beamed. As they shook hands, the North and South Koreans spoke briefly.

For security reasons, few details of Ms Kim's three-day itinerary have been made public.

It was an emotionally charged moment. The two estranged Koreas have chose to field a joint team for this year's Winter Games, which will be lavished with the moral support of a gaggle of unbearably charming cheerleaders from the North.

"Our objective here today is to stand with our allies, but it's also to stand up for the truth, and to recognize that whatever images may emerge against the powerful backdrop and idealism of the Olympics, that North Korea has to accept change, " Pence told reporters Friday before traveling to Pyeongchang.

"An early resumption of dialogue between the United States and the North is needed also for the development of the South-North Korean relationship", Moon said through a spokesperson.

The delegation's most substantive event may come outside of the Olympic ambit on Saturday.

Moon hosted talks and a lunch with Kim Yo Jong, the younger sister of the North Korean leader, at the presidential Blue House in Seoul. At the same time, the vice president has deliberately left the door open to a possible encounter with North Korean officials expected to be in attendance.

Mr Pence meanwhile, will use his appearance at the games in to call on the global community to get tougher on North Korea's nuclear ambitions.

As for sharing Moon's box with the North Koreans, the officials said they knew in advance who was going to be in Moon's box to watch the opening ceremony.
