John Kelly Convinced Trump to Kill Bipartisan DACA Deal

Some of US President Donald Trump's campaign promises on immigration, including the wall along the border with Mexico, were "uninformed" and his position on some related issues have evolved, chief of staff John Kelly told lawmakers on Wednesday during immigration negotiations.

In another tweet Thursday morning, Trump continued to insist Mexico would pay for the border wall. "It fell short of certainly what he was looking for based on the Thursday conversation and other conversations", Kelly said.

The president said that there will be no immigration deal without the border wall.

They also come as lawmakers struggle to reach a bipartisan deal protecting "dreamers" - around 800,000 people who arrived in the USA illegally as children and could be deported without legal protections.

The president 'has evolved in the way he's looked at things, ' Kelly said.

The DACA program, which protects hundreds of thousands of illegal immigrants from deportation because they were children when they arrived in the USA, is set to wind down in March unless the White House and congressional Democrats save it through a deal that the president insists must include funding for wall construction.

Mr Kelly said the administration was looking at creating a wall across 800 miles (1,300km) of the 3,100km stretch.

Since then, administration officials have indicated that the president thinks that amount of wall funding is insufficient.

Mr Kelly said they were now looking at alternative ways to raise funds, including via possible visa fees or renegotiating the Nafta trade deal between the US, Canada and Mexico.

"The President has said from the beginning, it's got to be bipartisan and unless it involves the House as well as the Senate, it's going to go down again as a bill that does not pass into law", he said.

As Trump's first secretary of homeland security, Kelly presided over the beginnings of the president's immigration crackdown, including the enforcement of his travel ban and tougher interior enforcement measures.

"There's no doubt in my mind there's going to be a deal, so long as men and women on both sides are willing to talk", Kelly said in an interview with Fox News. "Campaigns and governing are two different things".

"It makes no sense for Democrats to try and bring us to a shutdown", Speaker Paul Ryan said.

Mr. Trump also reversed his position about a shutdown, saying it would be "devastating" to the military even though he said a year ago that the government needs a "good" shutdown.

The government is expected to shut down this weekend if Democrats and Republicans can't come to an agreement on whether spending legislation includes protection for DACA recipients. And he sent word to Capitol Hill, where like-minded Republican lawmakers were summoned with minutes to spare to attend a White House sit-down with the crafters of the deal, who later claimed they were blindsided by the move. The group has not officially opposed the bill, but several members said they want it to provide longer-term funding for the military. But he said he was pessimistic leaders would grant other conservative-backed ideas, such as the promise of a vote on a more conservative immigration bill authored by Judiciary Committee Chairman Robert Goodlatte, R-Va. The bill would keep agencies open until mid-February and finance a popular children's health insurance program for a year.
