Mud wipes out homes as rains deluge Southern California

Authorities had issued evacuation orders for seven thousand people in the area, and warned an additional 23,000 to leave as rains approached.

A 14-year-old girl, who had been trapped for hours in a collapsed Montecito home, was among those firefighters rescued, Eliason said.

The National Weather Service said up to six inches of rain could fall starting Monday in parts of Santa Barbara and Ventura counties, where the Thomas fire has burned for more than a month, scorching more than 440 square miles of trees and brush.

Crews are working to clear debris slides that have left the freeway at times looking like a river.

Several homes have swept from their foundations and residents are unaccounted for as mud flows into Southern California neighborhoods below hillsides scarred by recent wildfires.

The Santa Barbara County Board of Supervisors on Tuesday morning declared a local emergency and asked the state to also make an emergency declaration.

The wettest rainstorm of the winter dumped steady rain in fire-ravaged Northern California communities but only some fallen trees and minor rockslides were reported overnight.

Flash flooding, debris flow and mudslides ripped through communities hit hard by the Thomas and La Tune fires, where hundreds of thousands of acres were charred, leaving no where for the water to go.

Lingering showers are expected Tuesday, but forecasters say the storm would exit the region by the evening.

Already on Monday, San Francisco saw nearly 2 inches of rain through the afternoon, making it the wettest calendar day since December 11, 2014, according to The Weather Channel. Similar amounts were reported across that county. However, trains north of Santa Barbara and south of Oxnard are operating normally, according to an Amtrak statement.

More details about the fatalities were not immediately available. She says "multiple" residents have been rescued and more are calling for help in Montecito and Carpinteria.

Resident Candi Burquez hiked the foothills around the school on Monday.

Photos of vehicles stuck in mud in Los Angeles County and nearby areas dotted Twitter feeds.

The first significant storm of the season has soaked much of the state. Downtown San Francisco got a record 3.15 inches (8 centimeters) of rain on Monday, smashing the old mark of 2.36 inches (6 centimeters) set in 1872.

Five victims have been killed as massive mudflows brought on by heavy rainfall paralyzed major transit routes in southern California, authorities said Tuesday.

Traffic accidents have slowed the Tuesday morning commute to a crawl across the region, including along coastal US 101 in Ventura and Santa Barbara counties.
