But athletes' blood and urine samples have been subjected to more analysis since the Sochi games, and in recent weeks, the International Olympic Committee has been slicing into Russia's medal count, disqualifying athletes from the Russian biathlon, bobsleigh, and cross-country skiing teams who were found to have broken anti-doping Rules.

The answer, in simple terms, is that it's a strident punishment in response to investigations into the Russian Olympic program's use of performance-enhancing drugs over the past several years.

A 17-month doping investigation headed up by former Swiss president Samuel Schmid found there was "the systemic manipulation of the anti-doping rules and system in Russian Federation".

"This was an unprecedented attack on the integrity of the Olympic Games and sport".

Mutko, who was also banned from the Rio 2016 Summer Games, had been implicated in the WADA (World Anti-Doping Agency)-commissioned McLaren report.

In barring Russia's team, Olympic officials left the door open for some Russian athletes.

Athletes must have undergone any other testing requirements specified by the panel to ensure a level playing field. Athletes in other Summer Olympic sports could compete only if certified by their respective worldwide federations. Should any of those athletes win a gold medal, the Olympic anthem will play instead of the Russian anthem.

The US Olympic Committee praised the IOC's announcement.

The IOC will issue operational guidelines for the implementation of these decisions. "Now it is time to look ahead to PyeongChang".

The International Olympic Committee did not bar Russian Federation from the 2016 Olympics in Rio de Janeiro. The committee said it will allow athletes from the country to compete as neutrals at Pyeongchang Games.

The IOC also banned Russia's Deputy Prime Minister Vitaly Mutko for life over his involvement in the scandal - he was the Russian Sports Minister during the Sochi Games.

It can only consider athletes who have qualified according to the qualification standards of their respective sport.

In releasing the McLaren report, WADA recommended that the International Olympic Committee ban all Russian athletes and government officials from the 2016 Summer Olympics held in Rio de Janeiro, Brazil. Speaking to the news agency Interfax however, Melnikov suggested the Kremlin may decide otherwise, in which case he would support its decision.

The Kremlin did not immediately comment on the decision, but on Monday spokesman Dmitry Peskov said it was not considering a boycott, though President Vladimir Putin would make the final decision.
