NY attorney general asks for net neutrality vote to be put off

In an open letter to FCC Chairman Ajit Pai last month, Schneiderman wrote that the FCC's public comments website had been deeply "corrupted", and that his office had uncovered "enormous numbers of fake comments concerning the possible repeal of net neutrality rules".

Although Schneiderman said he has received more than 3,200 complaints, including 350 in NY, from those who say comments were made in their or a relative's name without their consent, the FCC is refusing to provide any records or data to help with the investigation.

He added that at least one million more comments came from real people whose identities were stolen.

Although this likely constitutes a violation of state law, Schneiderman asserted, the FCC has repeatedly stonewalled all efforts by the NY officials to investigate the use of stolen identities.

FCC Commissioner Jessica Rosenworcel, a Democrat appointed by President Obama who supports keeping the current regulations, said that almost a half-million comments before the FCC were filed from Russian email addresses, and that 50,000 consumer complaints are missing from the record.

More than two dozen USA senators sent a letter Monday to the Federal Communications Commission, to express concern about the agency's plan to change the net neutrality policy enacted under former President Barack Obama. "This is a big step but given the FCC's conduct over the past eight months we remain skeptical", Schneiderman said. "The FCC chairman and his staff have responded by stonewalling".

"The integrity of the public record is at stake", she said.

The AG's office set up a web portal where anybody can enter their name to see if it was used fraudulently.

"They just have to stop this vote", Schneiderman said at a press conference, Variety reported.

Schneiderman did not specify if the comments his office identified as fake were primarily in support of or against the current net neutrality rules. There are multiple reports that the comments include fake ones, perhaps made by bots.

But questions were raised soon after that about the source and quality of the comments being submitted.

Schneiderman was joined on stage by democratic FCC Commissioner Jessica Rosenworcel, an Obama-era appointee who was reappointed by the Trump administration.

Internet service providers now have to maintain equal access to all users of the internet.

"Without additional information about the alleged anomalies surrounding the public record, the FCC can not conduct a thorough and fair evaluation of the public's views on this topic, and should not move forward with a vote", Hassan and 27 other senators - including Sens.

"It is clear that our process for serving the public interest is broken and I do not believe that the agency should move forward until a credible investigation is completed".
