US House to Adopt Mandatory Sexual Harassment Training for Members, Staffs

Congressional leaders admitted the institution is highly vulnerable to the sexual harassment of staffers. "At that point, he chose to expose himself", Comstock said. "She left, and then she quit her job", Comstock said.

House Speaker Paul Ryan released a statement following the hearing announcing that "the House will adopt a policy of mandatory anti-harassment and anti-discrimination training for all Members and staff".

"I have had numerous meetings and phone calls with staff members, both present and former, women and men, who have been subjected to this inexcusable and often times illegal behavior", she told the House Administration Committee.

Speier, a Democrat who has gone public with her own allegations of sexual assault while she served as a Hill aide decades ago, testified before the panel Tuesday that two now sitting members of Congress - one Democrat, one Republican - have "engaged in sexual harassment" but have not yet been reviewed. The lawmaker, whom Comstock did not name, remains in office.

"What are we doing here for women right now who are dealing with somebody like that?" "All they ask in return is that we fix our abusive system and hold perpetrators accountable".

Speier has proposed mandating harassment training, instituting biannual surveys to address the scope of the problem on Capitol Hill and reforming the "broken" reporting process, which she described as slow and ineffective.

Office of Compliance staff who testified before the committee said mandatory in-person training would be a good first step toward preventing harassment.

Several Democrats are sponsoring legislation that would change the way sexual harassment complaints are handled.

"This member asked a staffer to bring them over some materials to their residence and the young staffer, it was a woman". The victim must go through mandatory counseling for 30 days and the accused receives free legal counsel through Congress, while the victim is on his or her own.

The hearing called attention to the incredibly convoluted process a staffer must undergo to report an incident to the congressional Office of Compliance.
