Trump dumped the law for the next 10 days after Puerto Rico's governor requested it, and after Defense Secretary James Mattis certified the waiver "is in the interests of national defense", acting Homeland Secretary Elaine Duke said on September 28.

Some mayors, she added, were afraid to speak out for fear of endangering the flow of United States relief.

Financing the rebuilding of the island is set to be complicated after Puerto Rico filed the largest-ever US local government bankruptcy in May, weighed down by $72 billion in debt.

For her part, the mayor tweeted back photos of herself talking with rescue workers, wading through floodwaters and comforting an elderly woman.

"We are dying here, and I can not fathom the thought that the greatest nation in the world can not figure out logistics for a small island of 100 miles by 35 miles long", Cruz said.

Puerto Rico's hurricane crisis is a reminder that Puerto Ricans are South Florida's fastest growing population.

The president is slated to visit the island on Tuesday.

At a press conference Friday, San Juan Mayor Carmen Yulín Cruz continued her impassioned pleas with the Trump administration for more federal assistance, saying FEMA has "collapsed" in Puerto Rico and residents have not received help quickly enough.

The President of the Puerto Rican Hispanic Chamber of Commerce in West Palm Beach said it is working with the Puerto Rican government and has not had an issue getting supplies to the island, but it aware there are limited flights.

U.S. military and emergency relief teams ramped up their aid efforts for Puerto Rico on Friday amid growing criticism of the response to the hurricanes which ripped through the Caribbean island.

"It's awful. It's just one of many hundreds and hundreds of stories", Santiago said.

"You are seeing devastation in Puerto Rico".

Outside of San Juan, there were few signs of federal workers in their localities and mayors outside San Juan have told local media aid was not making its way to them. "I don't know what world Trump is living in".

Outside San Juan Cathedral on Sunday, 57-year-old retiree Aida Rosario said she, too, would welcome a Trump visit.

"The people of Puerto Rico have always been denied the same benefits provided to other American citizens", the letter read. Someone will say, "Right this way, sir".

There are 1,113 public schools and a student population of 350,000 on the island but only 400 schools have been assessed for damage, she said.

Appearing on CNN with host Christi Paul, New York City lawmaker Melissa Mark-Viverito lambasted President Donald Trump for his meager response to the tragedy in Puerto Rico and called him out for his "despicable' attack on the mayor of San Juan".

She posted twin tweets in Spanish and English, saying: "The goal is one: saving lives".

Cruz asked for any help the American people can offer.

Trump is planning to visit the USA territory on Tuesday.

"The response and recovery effort probably has never been seen for something like this", he said. "People are now starting to recognize the awesome work that has been done by FEMA and our great military".

"Hang on, my mission is way more hard than trying to get to one area", Long said on CNN, saying the agency had set up hubs around the island, and that Mayor Cruz needed to "get plugged in to what's going on" in the response.

Santiago said his mother has lived through storms and hurricanes in Puerto Rico before.

This is after accusing the San Juan mayor of poor leadership and being unable to get workers to help the US territory recover.

U.S. Sens. Richard Blumenthal and Chris Murphy have also advocated for the repeal of the Jones Act since before the hurricane overwhelmed the island.
