Chinese FM: China Will Implement UN Sanction Despite Hefty Price

Watchers say it'll likely denounce North Korea and its missile launches and further deepen the country's global isolation.

News of the brief encounter on the sidelines of a regional forum in Manila came as the South's President Moon Jae-In urged a "peaceful resolution" to the tensions in a telephone conversation with his USA counterpart Donald Trump. Triggering an economic meltdown in North Korea would inevitably produce a spillover effect in China, he said. President Donald Trump's United Nations ambassador, Nikki Haley, called it "the single largest economic sanctions package ever leveled against" North Korea.

The strongest sanctions yet against North Korea could still prove no match for the communist country's relentless nuclear weapons ambitions. In fact, on his first day in Manila, Tillerson appeared to go out of his way to avoid crossing paths with Ri.

North Korea said the latest sanctions infringed its sovereignty and it was ready to give Washington a "severe lesson" with its strategic nuclear force in response to any USA military action.

Tillerson, in his most specific outline to date of what preconditions the USA had for talks with Pyongyang, said stopping the launches would be the "first and strongest signal".

He said Washington would not "specify a specific number of days or weeks" before deciding North Korea had indeed halted its tests.

"It will be a war more serious in terms of human suffering than anything we've seen since 1953", Defense Secretary Jim Mattis said earlier this year.

"The best signal that North Korea can give us that they are prepared to talk would be to stop these missile launches".

At the same time, USA officials acknowledge that even if the sanctions are properly enforced, there is no guarantee they will be any more effective than previous rounds, which have failed to halt steady progress in North Korea's nuclear and missile programs. Pyongyang views the military exercises as rehearsals for an invasion. "So that's a big question to all of us", the DFA chief noted. "Not this kind of episodic back and forth that we've seen".
