President Trump more popular than Congress

A new poll shows that people want President Donald Trump and congressional Republicans to try making the Obama health care law more effective. A much smaller share of the public (17%), including four in 10 Republicans (40%) and Trump supporters (39%), say the President and his Administration should do what they can to make the law fail so they can replace it later.

Democrats' approval of Congress stands at 12 percent in the August poll, unchanged from July.

President Trump has been hammering Senate Majority Leader Mitch McConnell over the failure by Senate Republicans to pass an ObamaCare repeal plan, and he's urged the Senate to take back up repeal-and-replace legislation before moving on to other big legislation.

The collapse of the yearslong Republican quest to dismantle Obamacare has been a bitter pill for House Republicans who voted for the legislation in May only to see the drive fall apart recently in the Senate when the GOP failed to muster enough votes.

Among Republicans only, a slim majority (51%) cast the blame on Democrats for the lack of new legislation vs. a third (32%) who say disagreement from Republicans is to blame. Insurers say such a move would force them to leave the health law marketplaces or raise premiums. Their defections completely stalled the health care reform process in Congress, even as insurance companies continue to exit the individual insurance markets in counties and states around the country.

While Blum has allied himself with the House's conservative Freedom Caucus, Young angered conservatives when he initially opposed a House GOP health care bill, then weeks later swung behind it. Independents were frustrated with the two-term congressman's embrace of a partisan approach to repealing and replacing Obamacare.

Almost six in 10 say they favor a national health insurance program, even if it means higher taxes (58%).

A plurality of voters also said they would support Kasich's candidacy over that of Vice President Mike Pence.

Immigration, a contentious issue throughout the presidential campaign and into the Trump presidency, held at seven percent. Independents favor Democrats by 9 points, 46% to 37%. Still, midterm electorates typically lean more Republican than all Americans.

The poll results are based on telephone interviews conducted between August 2 and 6, with a random sample of 1,017 adults across the country. The margin of sampling error is plus or minus 3 percentage points for the full sample.
